Selection procedure and methodology developed for merit-based selection to Reform Staff Positions (RSPs) is built in line with modern HR practiced, both private sector and civil service, introducing new selection criteria, sophisticated selection tools as well as detailed methodological guidelines to the civil service. This procedure sets high standard of merit-based selection and a direction for further development of the recruitment framework at the civil service.

With two main goals – transparency and quality – Project has designed a procedure where: independent external experts participate in the work of selection commission and score candidates alongside with civil servants; candidates alongside with civil servants; candidates are evaluated on reasoning ability and competencies in addition to knowledge of legislation and functional skills; continuity and execution is supported through monitoring & methodological support of selection commissions work.
